In a small saucepan, combine dried cranberries, water, and sugar.
Simmer over medium heat until the cranberries are soft and the sugar is dissolved.
Blend the cranberries into a puree and strain to remove any solids, creating a cranberry syrup.
In a bowl, mix the cranberry syrup with the cooked and cooled better boba classic pearls. Allow them to soak for about 15 minutes.
For the Cocktail:
In a shaker, combine vodka, cranberry juice, orange liqueur, and fresh lime juice.
Shake well to chill the mixture.
Strain the cocktail into a glass filled with ice cubes.
Spoon the cranberry boba pearls into the glass, letting them sink to the bottom.
Top off the glass with sparkling water for a fizzy touch.
Garnish with fresh cranberries and a sprig of mint.
